The OSI administrative state of this MCDN signalling channel component: locked (administratively barred from service, usageState must be idle), shuttingDown (finishing existing users only, after a Lock command), or unlocked (default, permitted to provide service). An admin issues Lock/Unlock commands to move this component between states.
