This value carries the administratively assigned state (per ITU-T X.731) of the network element, included in the enrollment or state-change notification. An admin reads it to know whether the NE is administratively locked, unlocked, or shutting down at the time of the notification. For example, this field showing a locked administrative state alongside an enrollment trap would tell the admin the NE registered itself but is not yet enabled for service.
