What is nsQosUsrShapingMode?

This reports the QoS traffic-shaping mode that the administrator has configured on the NetScreen firewall. Admins check this to confirm which shaping behavior they've selected, such as always on, always off, or a transition mode, distinct from what the system is currently actually applying. If an admin configured shaping to always be on but the system-level mode shows differently, they'd compare against nsQosSysShapingMode to spot a discrepancy.
