Description: The current operational state of the termination. The testing(3) state indicates that it is in the testing mode and no connections can be created on it. If medGwyTerminationAdminStatus is out-of-service(2) then medGwyTerminationOperStatus should be down(2). If medGwyTerminationAdminStatus is changed to up(1) then medGwyTerminationOperStatus should change to up(1) if the termination is ready to accept connections; it should remain in the down(2) state if and only if there is a fault that prevents it from going to the up(1) state
