If the value is 'disabled' the EVC is not able to ingress and egress service frames, has detected an operational failure condition, or has failed an internal test.

If the value is 'testing' the EVC has been placed into a test mode, either a troubleshooting mode or a test mode.

If the value is 'unknown' the EVC is unable to report the operational state.

What is mefServiceEvcStatusOperationalState?

A read-only summary of the EVC's current operational health: enabled means it is actively passing service frames, disabled means it cannot pass frames (due to an operational failure, a failed internal test, or being administratively taken out of service), testing means it has been put into a troubleshooting/test mode, and unknown means the state can't be determined.
