What is buScOldServicesPendingSessions?
The count of "old" (aged-out or stale) service sessions still pending in the billing unit's Service Controller, distinct from the more current buScCurrentServicesPendingSessions. A nonzero and growing value here often points to sessions stuck in a pending state and never being cleaned up.
