What is buScInAgentReportReplies?
A cumulative counter of inbound agent-report replies processed by the billing unit's Service Controller, distinct from the agent-report requests it receives (buScInAgentReportRequests). Tracks the reply side of a separate agent-report exchange the Service Controller itself initiates.
