Note that for some resources this value may not always be achievable due to other resource constraints.

What is juniSystemUtilizationMaxCapacity?

This reports the maximum number of units of a given system resource the platform can support, though other resource constraints may prevent that maximum from actually being reached. It's the ceiling value used together with the current-usage and threshold objects to judge how close a resource is to exhaustion.
