What is juniSystemBootConfigControl?

This controls which configuration the system loads on its next reboot: a named file (persistently or just once), factory defaults, or the currently running configuration. Administrators set this together with juniSystemBootConfigFile when specifying 'file' or 'fileOnce' so the router boots from a specific saved configuration.
