What is juniHdlcIfLowerIfIndex?

This value specifies the ifIndex of the underlying interface that this HDLC interface is layered over, with zero meaning no layering. Admins set it when creating an HDLC interface to bind it to a specific physical or serial interface, such as a T1 or HSSI port. Setting it to the ifIndex of a serial interface stacks HDLC encapsulation directly on top of that physical link.
