What is jnxPMIntSuspectReason?

When jnxPMIntSuspectedFlag is true, this code explains why this completed interval's PM data is considered unreliable: reasons include the object being newly created, the interface being disabled, a clock shift, manual clearing, an interval that ran too short or too long, either end of the link being unavailable, partial data, or missing intervals from a restart. Admins use this to judge whether a bad-looking historical interval reflects a real fault or just a data-collection gap.
