What is ipSecTunnelStatus?

Read-write control for this Phase-2 tunnel row, supporting active(1) to pass user traffic, destroy(2) to tear the tunnel down, or disabled(3) to block traffic while keeping the tunnel defined; it cannot be used to create a new row, only to manage an existing one, and the MIB's own state table shows destroy is a one-way terminal transition.
