If this row has not been modified since the last re-initialization of the network management subsystem, this object SHOULD have a zero value.
What is spdCompFiltLastChanged?
This reports the sysUpTime value when this compound filter definition was last created or modified via SNMP or another management path; a zero value means it hasn't changed since the agent last restarted.
