What is ipadUserDLCI?

This OID specifies the DLCI (Data Link Connection Identifier)—a label identifying a specific circuit over a Frame Relay connection for a particular user or service type. DLCI is like a virtual circuit number that tells the device which path to send this user's traffic. An operator sets this when configuring Frame Relay connections to route different users over different virtual circuits.
