This read-create RowStatus object manages the lifecycle of an entry that pairs a tie-break mask with an alternate bridge priority for shared-tree root selection in ISIS-SPB, and once active none of the row's columns can be modified. An admin creates and activates a row here to register a custom ECT priority/tie-break combination that will be advertised into the SPB topology. Setting this to active(1) after populating ieee8021EcmpEctStaticEntryBridgePriority commits that priority for use in root bridge selection for the associated topology instance.
