What is hwIpfpmMcpEnable?
Turns the Measurement Control Point (MCP) function on (enabled) or off (disabled) on this device; the MCP is the server role that receives loss/delay measurement reports, so an admin flips this before any IPFPM measurement can be collected centrally. Default is disabled.
