What is hwInnerLinkAdminState?

This read-write object sets the administrative state of an inner logical link, letting an administrator lock, unlock, or gracefully shut it down. Setting it to locked(2) administratively prohibits use of the link, shuttingDown(3) allows only existing traffic to finish before it goes down, and unlocked(4) allows normal use. For example, an admin performing maintenance on a frame might set this to shuttingDown before locking the link entirely, to avoid abruptly dropping in-flight traffic between frames.
