What is hwEthernetARPLimitSpeedValue?
This read-write value sets the rate limit, in packets per interval (0-65536), applied to ARP traffic for a given slot/type/IP-direction combination in the speed-limit table. An admin lowers this on a slot experiencing an ARP flood to cap how much ARP traffic that slot will process before dropping the excess.
