What is hwAclBasicFragments?
Controls which IP fragment types this basic ACL rule matches: a full fragment, a subsequent (non-first) fragment, a non-fragment, or the first fragment specifically, with 255 meaning the object is unset; because it can't be changed after the rule is created, an admin decides fragment-matching behavior up front, e.g. to explicitly permit only non-first fragments that would otherwise slip past header-based filtering.
