What is hpnicfStormCtrlUnicastLower?
This integer sets the lower-limit threshold for incoming unicast traffic on a port, measured within a 1-second interval, and must be lower than hpnicfStormCtrlUnicastUpper. Admins use it to define the rate at which the port exits controlled status after a unicast traffic storm subsides. For example, once unicast traffic falls below this value, the port resumes normal forwarding.
