This integer sets the lower-limit threshold for incoming broadcast traffic on a port, measured within a 1-second interval, and must be set lower than hpnicfStormCtrlBroadcastUpper. Admins use it to define the traffic rate at which the port is released from controlled status after a broadcast storm subsides. For example, once broadcast traffic drops back below this lower value, the port returns to normal status.
