What is hpnicfPexPhyPortStatus?

This reports the state of a physical uplink port with respect to its PEX port binding: unknown, down, blocked, or forwarding. Admins use it to verify that an uplink meant to carry traffic to a port extender is actually up and forwarding, rather than link-down or stuck in a blocked (e.g. spanning-tree) state. A port reporting blocked(3) instead of forwarding(4) after being bound to a PEX port would explain why that extender isn't passing traffic even though it's physically connected.
