This read-write INTEGER enables or disables global blacklist control based on total connection count (defaulting to disable(2)). An admin sets this to enable(1) to activate the connection-count-based blacklisting mechanism governed by hpnicfNATBLConnectHighValue and hpnicfNATBLConnectLowValue.
