This is the standard RowStatus column controlling creation, deletion, and activation of an entry in the hpnicfMplsTeTable. An admin uses it to add or remove per-interface TE configuration rows; once a row is set to active(1) its other columns, such as hpnicfMplsTeCapability, cannot be modified until the row is taken out of the active state. For example, an admin sets createAndGo(4) to provision a new TE-enabled interface entry, then later uses destroy(6) to remove that interface's TE configuration.
