What is hpnicfDot3OamPeerStatus?

This indicates whether the rest of the row in the OAM peer table is currently valid: active(1) means it reflects the current OAM peer, inactive(2) means the data is stale/meaningless (returned whenever hpnicfDot3OamOperStatus is disabled, passiveWait, or activeSendLocal).
