This is the high-order 32 bits of a 64-bit value (paired with hpnicfDot3OamErrSymPeriodWindowLo as WindowHi*2^32 + WindowLo) giving the number of symbols over which the Errored Symbol Period event's threshold is evaluated. Admins configure this window size (together with the threshold objects) to control sensitivity of symbol-error-rate alerting; it stays zero for window sizes under about 4 billion symbols.
