Sets the TXOPLimit, in units of 32 microseconds (0-65535), for one access category on a specific AP-serial/radio-ID-scoped radio; 0 permits only a single MPDU per transmit opportunity. An admin raises this for real-time ACs in the AP-serial-indexed table to let that radio's clients burst multiple frames per channel access.
