What is hpicfMvrpApplicantState?

Reports the MVRP Applicant state machine value (per IEEE MRP) for a VLAN on this port, encoded as two-letter codes such as vp (Very anxious, Passive member) or an (Anxious, New); an admin uses this to see exactly where a VLAN's registration attempt currently sits in the MRP handshake when troubleshooting why a VLAN isn't propagating.
