This is the next indexing value to use when adding another restriction under a given Entity, starting at 1 and incrementing each time it is consumed. An administrator or management application must read this value and supply it as hpFtrCoRestrictIndex when creating a new restriction row, and if a race occurs between two attempts the losing one is denied and must re-read the value. For example, after one restriction is created with index 1, hpFtrCoRestrictNextIndex becomes 2, which the next restriction added for that same entity must use.
