This value sets whether hm2TrafficMgmtIfEgressShapingRate is interpreted as a percentage of port speed or as an absolute rate in kilobits per second (kbps), defaulting to percent. An admin picks kbps when they need a fixed bandwidth cap regardless of the port's actual link speed, or percent when the cap should scale automatically with negotiated speed.
