What is hm2L3Proto?
This read-create enumeration selects which IP protocol an L3 firewall rule applies to - tcp(4), udp(5), icmp(1), igmp(2), ipip(3), esp(6), ah(7), icmpv6(8), or any(9). An admin writing a Modbus-enforcement rule would set this to tcp(4), since Modbus/TCP rides on that protocol.
