What is hm2L3Action?
This read-create enumeration sets what the L3 firewall does with packets matching this rule: accept(1), drop(2), reject(3), or the deep-packet-inspection actions enforce-modbus(4) and enforce-opc(5), which hand the traffic to the Modbus or OPC protocol enforcer instead of just forwarding or blocking it. An admin protecting an ICS network would set this to enforce-modbus(4) on a rule matching TCP traffic to a PLC.
