What is hh3cPortalStatus?

This reports whether portal authentication is enabled(1) on at least one interface of the device, or disabled(2) everywhere. An admin verifying that captive-portal enforcement is actually active anywhere on the box (before digging into per-interface configuration) would check this global status first.
