This setting is the master on/off switch for IP multicast processing on the entire device, turning multicast routing and forwarding capability on or off globally rather than per interface. An admin enables it before configuring any multicast protocols, such as IGMP snooping or PIM, since those features depend on this global switch being on first. Because it ships disabled by default, a team rolling out an IPTV or video-conferencing multicast service would need to explicitly set this to enabled before multicast traffic can be routed.
