What is hh3cDrniPortLocalDRCPState?

Reports the local port's one-byte DRCP state as eight flag bits: DRCP enabled locally/on peer/on a third device, IPP-detected peer DRCP, short-timeout timer in use, gateway/port conversation IDs permitted, and receive-machine default/expired state; the low-level protocol health snapshot used when debugging why a DR port isn't converging.
