What is ponLlidUpBesteffortBW?
Sets the best-effort (non-guaranteed, opportunistic) upstream bandwidth ceiling, in KBps, for this ONU logical link, allocated from whatever PON capacity remains after assured/fixed bandwidth is granted to all LLIDs. An admin uses this to cap how much extra upstream burst a subscriber can get beyond their guaranteed rate.
