What is piFRDLcRangeUse?

This sets whether the DLCI range defined by piFRDLcRangeStart and piFRDLcRangeEnd-set-to-activate-changes is inactive or configured as a PVC (permanent virtual circuit), letting an admin activate or deactivate a whole band of DLCIs at once.
