What is bqlIntervalIndex?

The SCinstance (loop) portion of the index into the historical interval table, identifying which ISDN loop interface a given stored 15-minute interval's statistics belong to. An admin uses this together with bqlIntervalNumber to pinpoint exactly which loop and time window a historical ES/BES/SES/UAS reading covers.
