What is bqlConfigIndex?
The SCinstance (Slot/Line/Drop/Loop) portion of the index into the per-loop, per-channel configuration table, identifying which physical loop this configuration entry applies to. An admin uses this to know which loop (1, 2, or 3) a given row of test-pattern, RTS, and timing settings belongs to.
