What is uas7616IntervalStat?

This 11-byte OCTET STRING packs one historical 15-minute interval's performance data: loop ID, the interval number itself, then bitwise counts of Errored Seconds, Severely Errored Seconds, Unavailable Seconds, and FEBE. An admin reviewing a customer complaint from a few hours ago would pull the matching interval number's entry here to see exactly how bad that period was.
