What is uas7616Current15MinStat?

This 10-byte OCTET STRING packs the current 15-minute interval's performance snapshot for a loop: loop ID, then bitwise counts of Errored Seconds, Severely Errored Seconds, Unavailable Seconds, and FEBE (far-end block errors, unavailable on network element type 30). A performance-monitoring tool decodes this to show how many seconds of degraded service have occurred so far in the current interval, rather than waiting for the interval to close.
