What is portFlowAlarmNormalThreshold?
This sets the ingress packet-rate value below which an already-exceeded flow alarm on this port is considered to have cleared, triggering the portFlowAlarmNormalTrap notification; using a separate, lower threshold than portFlowAlarmExceedThreshold avoids the alarm flapping at the boundary.
