What is snPortCARDirection?
This value indicates whether the rate-limit entry applies to inbound (input) or outbound (output) traffic on the interface. It's part of the table index, so an admin can distinguish and separately manage ingress versus egress rate limiting on the same port. For instance, a row with snPortCARDirection set to input(0) governs traffic arriving on the port, while a separate output(1) row would govern what the port transmits.
