This RowStatus value creates, modifies, or deletes a TACACS+ server entry, and once a row is active(1) no other object in that row can be changed except this status object itself. It gives an admin the standard SNMP row-lifecycle mechanism for provisioning TACACS+ servers, while also enforcing that an active server's settings must be deleted and recreated rather than edited in place. An admin needing to change an active TACACS+ server's IP address would first set this object to destroy the row, then recreate it with the new address, since active rows lock their other fields.
