What is extremeVMSynchOperState?

This read-only value reports whether a policy synchronization is currently idle(1) or actively synchronizing(2), whether that sync was triggered automatically or via extremeVMSynchAdminState. Admins poll it right after setting synchronizeNow to confirm the operation actually started and to know when it finishes.
