What is etsysTxqMonitorPortOperationalStatus?

Reports the current operational state of Transmit Queue Monitor for a specific port, ranging from normal operation through the escalating logging, ignorePause, and down states. Admins read this to see exactly where a port sits in the monitor's escalation sequence when investigating a reported problem. A value of down(5) means the monitor has already administratively disabled that port after repeated stalls.
