The value of the keyTransmissionEnabled constant currently in use by the Authenticator PAE state machine.

SYNTAX INTEGER { true(1), false(2) }

The data type is 1, Integer32.

What is etsysEncrDot1xAuthKeyTxEnabled?

This object holds, in encrypted form, a boolean-style true/false flag for the keyTransmissionEnabled constant used by the 802.1x Authenticator PAE state machine per IEEE 802.1x Section 9.6.4.1. Admins enable this to control whether the switch transmits encryption key information to the supplicant as part of the 802.1x exchange. For example, an encrypted value decoding to false means the port does not transmit key material during authentication.
