This read-create ConfigMgmtOperations BITS object in the change table specifies which operation or combination of operations (e.g., imageDownload, configurationActivate) is being requested for this row, and requesting an unsupported operation causes the whole request to fail immediately with an error description. Admins set this alongside etsysConfigMgmtChangeURL to define exactly what the device should do once the row is activated. For instance, setting only the configurationDownload bit tells the device to fetch and store a new configuration file without triggering an immediate reset.
