This is the standard SNMP RowStatus control column for a row in the OSPF MTU configuration table, used to create, activate, or delete that row rather than carrying any data itself. An administrator sets this to bring a new MTU-configuration row into service only after all its other columns (like the ipOspfMtu value) have valid settings, since the row can't be activated with incomplete data, and can set it to destroy to remove the entry.
