What is rlVlanUsageForbiddenListAfterReset3073to4094?

This read-write bitmap value stages which VLAN IDs from 3073 to 4094 will be forbidden for internal device usage after the next system reset. An admin sets bits in this bitmap to reserve specific VLANs in the highest range from internal auto-assignment, with the change taking effect only after a reboot. Setting the bit corresponding to VLAN 4000 stages that VLAN ID to become forbidden for internal use once the device is reset.
